Fix ClearingCompleted being lost

ClearingCompleted event can get lost due to BGP_EVENT_FLUSH, leaving peers
wedged in state Clearing forever. Patch removes BGP_EVENT_FLUSH_ADD, and fixes
an issue in bgp_stop() where a legitimate BGP_EVENT_FLUSH was issued after
