Under "router ospf", there should be an option such as "passive-interface
default" like in Ciscos.  That will put all interfaces into passive mode, unless
there's an explicit "no passive-interface xxx" command under "router ospf". 
That way, we don't have to put in "passive-interface xxx" for all the tunnel
interfaces, which we don't want ospf to be using anyway.
