Yar Tikhiy's passive-interface default patch.

Add support for 'passive-interface default' to ospfd, by Yar Tikhiy, see
[quagga-dev 3408]. Forward ported to 0.99 by Paul Jakma.

I've got ospfd running with that patch now.  I tried killing the ppp sessions
with the "passive-interface default" in the configuration and it didn't crash
