possible patch

This may fix the problem, but I do not have much confidence
that simply calling ospf_external_lsa_refresh_default is sufficient
in the case where the 'always' modifier is added or removed...

If that patch fixes the command issue, commit it. We can treat the refresh issue
as a seperate bug, if it exists (I have some refresh cleanups hanging around
