Prototype patch for RIPv1 auto-summarisation support

Patch is an initial prototype/proof-of-concept patch adding support for
classful auto-summarisation of announcements to RIPv1 networks of more specific
subnet announcements which had to be filtered out.

Patch compiles but is untested and almost certainly is buggy. Posted here for
