I've only just noticed this, not sure if it's a recent regression or not. Need
to investigate further:
zebra.conf:
# sh run
...
interface vni0
ip address 172.17.17.1/24
...
# sh in vni0
Interface vni0 is up, line protocol detection is disabled
index 7 metric 1 mtu 0
flags: <UP,RUNNING,NOARP,NOXMIT,IPv4>

And:
