The Zebra RIB desperately needs an overhaul, see, e.g. bug #413, bug #326, bug
#197, bug #8. This bug is intended to track criteria for any such overhaul.

Critical:

- clear and documented interfaces
- address-family agnostic
- full unit test
- dependency-aware

Highly desireable:
- shared nexthops
- fully recursive
- runtime of table-walks minimised.
