I have a test setup with two openvpn tunnels between two routers. I have been
testing to see if I can failover from one link to another in a suitable time and
ran into a possible bug.

It happens when I fail block one link, wait for quagga to apply the route
through the other link (with higher cost), failback to the original tunnel, wait
for around 5-10 minutes and block the original tunnel again. Now, this time
ospfd logs:

OSPF: ospf_nexthop_calculation(): could not determine nexthop for link

and removes all routes about 5 seconds (5 seconds is my hello timer interval)
before dead timer reaches 0. After that, routes through the other failover link
(the one with the higher cost) are brought up.
