Quagga should have received a kernel event for the interface going
away; you didn't show the log messages for that.

It isn't clear to me why IP_DROP_MEMBERSHIP is being called on a new
interface.

Note the last line.  There is a general issue about how multicast
membership is handled across up/down and remove/insert cycles.
quagga may need to be more tolerant of kernel behavior.
