This would actually be nice to have "vtyd". It would also allow us to 
go register a proper port with IANA for the telnet CLI (port per 
daemon is never going to fly).

Still, people like to be able to do things like:

 	vtysh -c show <whatever>

for monitoring purposes, so it isnt going to go away completely. 
(though, a telnet daemon would allow vtysh to become a RO tool, 
which'd solve these /etc/quagga permissions problems).
