It's unfortunate the work-queue bgpd throws up this problem, however 
it is almost definitely not a Quagga problem. You wouldn't be the 
first to experience problems with the Linux TCP-MD5 patch. :(

Also, note that Jeroen is using 2.6 + TCP-MD5 patch /and/ the 
work-queueing bgpd, you're using Linux 2.4. Maybe Linux 2.6 is worth 
trying out?
