[quagga-dev 4609] ISIS not sending out PDUs?

Hi,

 

I am trying to configure ISIS on Quagga 0.98.5

 

This is my modest configuration.

I have turned on tcpdump on eth1, which is the interface on which i am 
trying to bring up ISIS.

 

I can see ISIS PDUs from the other end. ISIS here doesnt seem to be sending 
out its PDUs. Is this a known issue?
