[quagga-dev 5261] prefix-list logic

I see in zebra 0.90 there were changes made to the prefix lenth ranges.

Specifically....

** prefix-list rule is slightly changed.  The rule of "len <= ge-value
<= le-value" is changed to "len < ge-value <= le-value".

Can anyone tell me why this is the case? First of, ge is supposed to be 
greater or equal, right? And, it makes it impossible (as far as I can 
see) to do something like

10.0.0.0/23 ge 23 le 24

and allow the peer to advertise the block as a /23 or two /24s without 
creating separate lines for such.
