What are you trying to do here?  Encrypt routing protocol information 
(OSPF, BGP, etc), or encrypt forwarded packets as they pass through your 
host machine?  If the latter, this is an operating system thing and has 
nothing to do with quagga.  If you want to encrypt the routing protocol 
information, then you will end up making your router incompatible with 
every other router in the planet.

In either case, you might want to consider using ipsec.  There's no point 
reinventing this particular wheel: you might get the outside of the wheel 
round, but for sure you'll end up with a square axle.
