it's an unstable state, but it's not an inconsistent state.  i.e. both
sides know what the other side is up to.  If you start injecting junk from
one side of a link to another, then you end up with an inconsistent system,
and that can cause all sorts of problems (ghost routes, broken prefixes, etc)
