ttl=1 should probably be configured as a default under normal
circumstances.  However, as some implementations of ospf support
ttl-security (e.g. IOS XR, and vanilla IOS 15.0 and SRC), it's important
for your vendor to realise that there are good operational reasons to
ignore the RFC and support ttl=254.
