It would seem a consensus needs to be reached wrt design philosophy.
The most important IMHO would be to ensure that the selected solution can
run on multiple platforms, and not just Linux.
Teaching Zebra to understand and handle a rib with many tables is not that
hard. Most of what is needed is already in place, the parameter to define
which table to use needs to be available at some levels, but those changes
are relatively minor.
I'm not sure running multiple instances of zebra/ospf/bgp would be a very
popular solution, even if it is the "correct way to do it". The added
complexity and requirements for filesystem could scare anyone.
Lets keep Quagga relatively simple and flexible for the ordinary Joe looking
for a cheap router.
