either way is fine for me, at least the benefit to remind thinking about 
"why" we have to do it. For instance, assuming someone sending an email 
to the mailing list (mistake can happen) instead of internal RnD, but he 
does not want his patch to be included...

However, even for this last case, he/she can still ask to revert it.

Somehow, honestly, I avoid re-inventing the wheel. It has become a 
well-known practice, so do I ;) Should we be more innovative, and 
revisit it for Quagga, I am fine when it is not used too.
