Ok another update to this. to work around the last piece of the puzzle*.
if i use the loopback interface for the /47 along with the route map
then everything works as lo does not have a link-local address.

router 1
------------------------------------------------------
ubuntu# show interface
Interface lo is up, line protocol detection is disabled
  index 1 metric 0 mtu 16436
  flags: <UP,LOOPBACK,RUNNING>
  inet 127.0.0.1/8
  inet6 ::1/128
  inet6 2001:db8::42/47
Interface zzz0 is up, line protocol detection is disabled
  index 2 metric 0 mtu 1500

as we can see the default route is now installed against zzz0 instead of
lo despite the fact that lo is first in a lexicographic sort

John

*thanks to Dagger2 in ##networks for bearing with me in irc and getting
me to retry applying a global network to the loopback interface
