Yes, it would cause all sorts of problems. Various things in Quagga,
from libzebra timers to LSA ages in ospfd, all base their notion of
how much time has passed on gettimeofday.
You can not wildly vary that time and expect things to work. Going
backwards, in particular, is guaranteed to break things.

Right, fix the time at early boot. Leave it alone thereafter.
