Some more context would be useful. Which protocol?

If OSPF: No, it's not possible really. *None* of the supported 
systems will fragment raw sockets.

Most of the BSDish systems (inc. Solaris) also overwrite the DF and 
IPID fields. So we can't do userspace fragmentation.

What's needed, ideally, is some sockopt to have OSes enable their 
existing fragmentation support for raw sockets.
