Yes, the test bed sounds good and stable. I've been working with Fedora
(mainly 6 and 7) and quagga ranging from 0.96 to 0.99.8 without problems.
Reading the patch you linked, there's something I see:

Did you make sure TCP_MD5SIG is compiled with the kernel? Is the module
I don't recall if that's true for all kernels distributed with the
distributions you mentioned.

Maybe you could download the source package for the kernel and make sure
the TCP_MD5SIG is being compiled?
Or, if it is a module, trying to load it before running quagga?
