That's quite a long time to wait to send a Hello.. Weird.

It's 1m35s since the last hello was received - so:

... that neighbor gets deleted. And then:

We get another packet.

Your config shows you're using default values, so something is broken 
badly somewhere: It sounds like issues with the system clock and/or when 
events occur in relation to the system clock.
