I can confirm this issue for the following Debian packages: quagga
0.99.10-1lenny2 on Debian Lenny and quagga 0.99.13-1 on Debian testing
both running linux-image-2.6.26-2-686 with debian version 2.6.26-17.

I believe there is currently no sulution available. I'm able to readd
a removed ip address after restarting zebra. But I wouldn't call this
a real workaround.
